    Dear FAIR Secretariat,
    Greetings from the Somalia Social Health Insurance Authority (SHIA).
    SHIA is mandated to develop and administer Somalia’s social health insurance system, mobilize and pool resources, purchase healthcare services, and protect households from financial hardship. We are seeking partnerships to strengthen the technical and operational capacity needed to advance this mandate.
    FAIR’s emphasis on knowledge exchange, professional development, and cooperation among African and Asian insurers and reinsurers provides a valuable foundation for collaboration. We would welcome FAIR’s support in connecting SHIA with relevant expertise across its membership, particularly in:
    •	Actuarial capacity: benefit-package costing, contribution design, expenditure forecasting, and explore financial sustainability.
    •	Claims and information systems: digital administration, claims verification, fraud prevention, and reliable insurance data.
    •	Risk protection: assessing appropriate health Sharia-compatible takaful options. 
    •	Institutional development: staff training, technical exchanges, and mentorship with experienced insurance organizations.
    Such collaboration could also offer FAIR members opportunities to contribute to Somalia’s emerging health insurance system, exchange experience on extending protection to informal workers and vulnerable households, and explore responsible partnerships in an underserved market.
    We would appreciate an introductory meeting to discuss these priorities, identify feasible technical support, and clarify SHIA’s eligibility for FAIR membership or other cooperation arrangements.
